About the Project:

This is an unique project through the complexity and diversity of the solutions proposed in its implementation.

The project was developed for the main producer and supplier of electrical and thermal energy in Chisinau and its suburbs.

Currently, the company is going through a restructuring process, which aims at optimizing costs and improving services for customers, in order to have a feasible enterprise, able to meet the customers’ needs and ensure an efficient centralized district heating system. The restructuring process involves streamlining all areas of activity, which may have a social impact on employees: financial, organizational and human resources.

Within this project, TCD has greatly contributed to the improvement of the restructuring process by offering recommendations for optimization of the organizational structure of the company, as well, TCD developed the concept and applied an assessment process of the employees, in order to optimize the activity of the company.

Aiming to mitigate the social impact of the restructuring process on employees, TCD developed and implemented a Social Impact Mitigation Plan, which includes a series of mitigation measures, such as: a communication plan, a grievance redress mechanism, counseling and retraining the redundant personnel to facilitate their re-employment on the labor market.

Note: A new approach towards communication with employees to be made redundant and the complexity of measures to mitigate the impact of layoffs on employees have made this project to achieve unprecedented results and to be recognized by the World Bank representatives, as the only Project of this kind that has been successfully implemented.
