About the project:
The Millennium Challenge Corporation (the “MCC”) and the Government of Moldova (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Republic of Moldova (“the Compact”).
MCA-Moldova rehabilitated several Centralized Irrigation Systems („CIS”) to be executed in several construction contracts.
Within this project, TCD team had the objective of updating, verifying and implementing the Resettlement Action Plans (RAPs) developed during the detailed design phase of the Centralized Irrigation Systems Rehabilitation Activities (CISRA).
The main tasks of TCD expert team were the following:
- Verify the RAP and elaboration of the list of Project Affected Persons (PAP) against the final detailed designs;
- Verify and update the PAP lists and RAPs based on the verification against the final detailed designs;
- Facilitate the compensation to users for temporary loss of lands or assets due to the imposition of easements and trenching across private property to replace or rehabilitate the underground irrigation system;
- Determine any broader economic impact on farmers, due to suspension of operations of any part of the system that functions at present, and payment of adequate compensation for any lost production.
These activities entailed several complementary endeavors: namely, identifying or eliminating PAPs per final detailed designs, updating files and documents, communication and grievance resolution, facilitating compensation payment and close monitoring of the social and economic impacts of the rehabilitation program, with particular attention to vulnerable people.
