About the project:

The overall objective of the Project Identification Study was to assess the cost of services, tariff setting methodology for heating services and the current state of the heating market in Moldova, and also to assess the possibilities to implement district heating projects in Moldova, which is considered a least cost solution.

At least, 1-3 cities were identified where centralized district heating would be the most appropriate, being the most advantageous in terms of efficiency and perspective, as a least cost solution. During the 2nd phase of the Project Identification Study, an affordability analysis of various customer groups related to the project, including analysis of existing social support mechanism, in order to ensure sustainability and affordability of services.

An appropriate tariff based on actual consumption and full cost recovery has been identified.

Based on this assessment, it was intended to propose one or many projects/programmes to be implemented by one or many financial institutions, even of the project will be stand-alone or part of a larger programme, there will be included the approximate complexity and investment components as well.

Based on the assessment performed by TCD, comprehensive feasibility studies shall be prepared which can be used by the international financial institutions to identify and structure eligible projects for funding and to justify their involvement.
