About the project:
The objective of the energy audits is to estimate/measure the existent consumption of all kinds of energy in selected Apa Canal units; to indicate the approximate potential for improving the energy balance, water conservation and energy efficiency; and to suggest a tentative list of investments which will cover not only the rehabilitation and optimization of plants’ functioning, but also:
- Research to identify network rehabilitation priorities and subsequent rehabilitation works to reduce the level of loses (establish operating characteristics of the facility, energy system specifications, operating and maintenance procedures, preliminary areas of investigation, unusual operating constraints, anticipated future plant expansions or changes in product mix, and other concerns related to facility operations);
- Direct control of different operations, focusing on the major energy consumption systems identified during the meetings, including processes of architectural, lighting, energy and mechanical systems.
- Reviewing available facility documentation are reviewed by TCD experts. It included all available architectural and engineering plans, facility operation and maintenance procedures and logs, and utility bills for the previous three years.
Other activities:
- Assessment of historical water and energy usage data, as well as, the existing equipment operating data;
- Conduct site measurements of water flow, pressure and energy parameters and development of an electronic database of such measurement data;
- Recommend Energy Conservation Measures (ECMs) to be implemented;
- Estimate feasibility of each of the proposed ECM through a payback analysis;
- Estimate capital investments, Operational & Maintenance equipment costs, projected annual energy savings estimates, and the potential value of energy tariff;
- Drafting a complete Bill of Quantities covering all required Goods, Works and/or Associated Services for proposed investments to implement the energy efficiency measures suggested;
- Drafting Technical specifications for all required Goods, Works and/or Associated Services;
- Drafting Cost Estimate for the above;
- Prioritizing the ECMs depending on the value of savings obtainable as compared to total energy consumption;
- Development of an implementation schedule.
In addition, as a result of energy audit in Cahul town, the project team proposed the SCADA system for Cahul water utility, with complete technical specifications.
N.B. This assignment has been based on a fairly new approach, testing equipment and methods used have resulted in very detailed and unparalleled outputs. The data provided to the client after completion of the assignment have been highly commended by the World Bank project staff and appreciated as one of the best ever activities witnessed in the World Bank practice in the region.
